I thought this book might be similar to "As Bright as Heaven" by Susan Meissner. The only similarity was that babies were found in the room of dead flu victim and taken home.
Like in "As Bright as Heaven", the sister, Pia, never stops looking for her twin brothers.
Bernice's intention, in taking the boys, is to give herself solace after the death of her son. But she is a bigot and wants to raise these babies as Real Americans. She has a distain for immigrants and their children. She brings many heartache and lose.
