Cop Town by Karin Slaughter

Step back in time to Atlanta in 1975, a time where "racism" and "sexism" are words still largely heeded and the police force is a self-segregated old boys club. Vietnam is still having an impact, throwing young men of all cultures and beliefs together, and leaving young widows and parents without children. Women are entering the workplace, and are tolerated if they keep to their place. (Ideally the typing pool.)

And here we have Kate, an outsider by gender, religion and accent, trying to break into the tight-knit ranks of Atlanta's old-school police force. Policy academy was nothing compared to the harsh reality of the streets and the almost harder lessons her fellow officers are kind enough to teach her. She has to throw off the well-bred demeanor a young woman her age is meant to convey, to learn to sit with knees apart, to stand up for herself rather than being polite, and to show her anger rather than hiding it. That's about the only emotion she *is* allowed to display now, if she wants to survive.

She hasn't exactly chosen the easiest time to start either. Everyone's on edge, looking for The Shooter, a man targeting Atlanta cops, but it looks like he's going to be coming to them, because here we also see the world from inside his mind, the justice he's doing. People are not as they seem, and this begins the real test of Kate's determination.
