This story made absolutely no sense to me. I am pretty sure I've read similar reviews. It was like pages were missing, or that I'd somehow found the first few pages of a concept, rather than a whole story that was published by itself in an anthology. Hopefully it's just meant to explain the existence of Seraphs.
