This book is so good that I wish we had different options to answer the questions.
"Is this book mainly plot- or character-driven?" Character, character, character. No wait, there's also quite a lot of plot. So a mix. But it's not that it doesn't focus on any of the two, it's that it really focus on both.
"Is there strong character development?" Hell yes.
"Are the flaws of the main character(s) a main focus of the book?" The flaws of all characters and of all humankind are a main focus of the book.
