Strong character development in the MC as she learns that everything is not all "black and white" like she had been taught. She has strong biases toward other main characters because of class/status/"occupation" and has to learn to overcome them as the plot progresses. Some themes of exploring and finding your "place" in the world. The main plot is strengthened by the romance sub-plot, rather than overtaken by it.
Some of the content gets very dark, but the characters are extremely resilient and the approach is somewhat lighthearted (to an appropriate extent). I really loved the development of the characters and relationships.
Themes of sexuality aren't explored, but the main cast of characters includes canonically bisexual and aro/ace characters.

Moderate: Death, Violence, Blood, Kidnapping, Grief, Injury/Injury detail, Classism
Minor: Mental illness, Physical abuse, Sexism, Sexual violence, Medical content, Trafficking, Death of parent, Murder
The characters experience trauma both before and during the book, so I'd include content warnings for death of a parent / family, grief, nightmares (I would go as far as to say PTSD is implied). Portions of the plot contain poverty and homelessness, and I tagged kidnapping because characters are held hostage/imprisoned (multiple times for a considerable portion of the plot). Mentions of children being punished by lashing.
Because the setting seems very Victorian inspired, there are many potential triggers and mentions of triggers, including sexism, classism, poverty, the stigma around mental health disorders, and mistreatment of psychiatric patients. There are heavy implications of psychiatric patients being used as sexual slaves, hence the tag for trafficking and sexual violence.
