I would recommend this to fans of Terry Pratchett and Diana Wynn Jones. Told in the style of a fairy tale, which some classic elements like seven league boots and a witch who steals children, but many more unique deviations like a Simply Enormous Dragon that is actually small enough to fit in your pocket and the ability to nourish children on liquid starlight or moonlight, the latter of which can cause them to develop magic powers.
Luna is a child sacrificed by her village to the witch in the woods. She grows up not knowing her true origins until her birth mother sets out to find her and a young man sets out to kill the witch before his own child is taken. As Luna begins to piece together her past, the volcano beneath the forest starts to rumble, threatening her new family and old family alike.
