I found this to be very focused on the political structure of the city. It was presented often in a a very dry and non-entertaining matter that made the story feel sluggish. Similar to [b:The Thousand Names|15810910|The Thousand Names (The Shadow Campaigns, #1)|Django Wexler|https://images.gr-assets.com/books/1355441268s/15810910.jpg|21536059] the end is action packed, making the flow of the story feel inconsistent.
There were also several new characters that were introduced very abruptly, mostly Raesinia, that could have used some more focus at the start to build up the character. I didn't feel like I understood her motives for instigating a revolution, or any of her actions and relationship with the cabel.
