A dark romance novel with notes of supernatural

A small-town girl tries to brutally murder the mythical Pestilence, who came to Earth to judge and punish humanity. The attempt is unsuccessful, and the Horseman exacts his revenge by using all manners of torture on Sara, while dragging her along on his journey of spreading the plague. He eventually starts caring about her, and taking care of her, which makes her fall in love with him.

I love a good paranormal romance, and I was intrigued by the concept of giving The Four Horsemen human bodies to execute their mission. Unfortunately, the paranormal aspect of the story was very subdued after the initial explanation of what Pestilence is.
Without the paranormal aspects, the plot was more or less just "how a girl fell in love with her torturer".
