Batman: A Word to the Wise by Len Wein

Joker steals a document in Newfoundland that he claims lets him inherit all of Canada. Batman must race across the country to try and stop him, along with two teenagers: a nerdy girl and a guy who can't read for some reason.

Eventually Batman lassos him at the Calgary Stampede after stopping at a Zellers to buy cowboy gear or something.
