In the future there is a town named Sanctuary, and near that town is a house named Surrender, where those "cannot live among their fellow humans – or else their fellow humans will not have them" go to reflect on their transgressions in safety. A man from our near future visits Sanctuary and ends up in Surrender.

What I find most interesting about this story is that the terms I'd ordinarily use to describe these characters and places, like criminal, prisoner, jail, or warden, absolutely cannot be used to describe anyone or anything in this story. Available online in English here or in German here.
