Loved the plot and the premise! The way magic works and the bureaucratic dealings were fun to read. The mystery kept me reading and zipping through the book. I think the ending was tied up a little too quickly. And overall the pacing was a bit choppy. I can't tell whether I just haven't read YA fiction in a long time or whether I am justified in feeling that it read like it was the abridged version of an epic.
Wasn't sure what to make of the places that were clearly meant to imitate recognizable regions/places. 
Did some interesting things with gender dynamics and intercultural dynamics.
Frustrated by some repetition of phrasing, which seemed like sloppy editing rather than deliberate author's choice.
