Lack of Character Development

The book was interesting and I enjoyed it being morally grey with characters making hard decisions. But I found there to be little character development, especially in Otto. There was little development in his relationships with others, nor any real humanizing elements. He just jumped from scene to scene with his only defining drive being "more power".

My recommendation for these sorts of characters is to show multiple sides of their personalities, anti heroes are more interesting when you have humanizing elements and actually care for something besides themselves.
