I read this a long time ago, and cannot find the version that I read. It was a public domain Kindle book.
Anyway, yes the book is a bit dated. Yes, it can seem more absurd than terrifying. Wells was experimenting, trying to write a coherent story around what I believe was either a short work or an idea from someone else.
Worth it simply as a look back to the origins of some more modern science fiction.
