Definitely a step back up from the last book. Still and quick and enjoyable read.
The problems facing the now successful community of the Mount are the problems which would face any community continuously surrounded by enemies... like fire fighting, maintenance, feeding your population, and population expansion. The encounters seemed more logical and believable in both reason and action.
The flashbacks seemed a bit more gratuitous however... I wondered if the flashbacks of the Gorgon or a early-in-the-outbreak memory of the Mighty Dragon were going to lead anywhere, but... not in this book. Speaking of this, there are also some unresolved cliff-hangers and this series is obviously planned or at least one (if not several) more novels.
