This is a book that is more than the sum of it's part. There is little to no characterization. The setting doesn't make sense if you think about it for more than a few moments. The only real strength on its own is that the writing is incredible. But the overall picture is really interesting and a book worth reading. Unfortunately, I've seen similar concepts done in more nuanced and interesting ways. I would highly recommend the Memory Police for those interested in exploring something like this.
