4 star entertainment value (this may be my favorite Pern book Ive read) and 2 for writing craft (inconsistent pacing and depth into scenes, including an abrupt ending). Averaged out to 3.
The narrative could have easily focused entirely on the dolphin plotline and fleshed out the characters and development more, instead of cramming in a weyr & dragonriders plot that didn't really connect at all.
