Lieutenant Dallas attends the scene of a murder of a homeless man, who has had his heart surgically removed. Whilst there, she spars with another cop, who appears to already hate Dallas and has a history with her.
The skill of the surgery narrows Dallas' search to prominent surgeons, though she is unsure what one would want with a heart that was diseased and old.
Another death of a homeless woman who is missing kidneys leads Dallas to suspect that a larger plot is occurring, and discovers similar styled murders interstate and internationally.
More suspiciously, the cases are half-investigated, officers are unavailable or retired, and Dallas is threatened and attacked to drop the case.
Dallas has a second run-in with the disgruntled cop, who is brutally murdered the same evening, putting Dallas in the suspect list of murder. She is forced to hand in her badge and weapon pending investigation, leaving her shattered.
Fenney and Peabody continue the investigation for her, and Dallas works at home to uncover a large network of doctors and scientists involved in a scheme to regenerate organs.
