Ill Wind by Rachel Caine

I hate books that don't start at the beginning. Ill Wind starts in the middle. Several days before, Joanne got into some sort of trouble and now she's running for her life. She's looking for her old friend Lewis, because he's probably the only one who can help save her.
I was really confused when it started. There are quite a few flashbacks to Joanne's past. (Of course not about whatever happened to get her into this mess.) But we're slowly given clues about the world and who Joanne is. She's a weather warden. Wardens control one or two of the four elements and keep natural disasters from destroying the world. (Which is evidently a bigger risk than we realize, from things like sentient storms.) Being a weather Warden means Joanne controls wind and water. Lewis is the only warden ever to control all elements, which is why Joanne thinks he can help her, but he's also on the run from the law and not easy to find.
There are also Djinn who are enslaved to help wardens but I don't understand much about that yet. (But yay for Gennies!)
It got much better once she picked up the hitchhiker, David. He was interesting and it was nice to have another character. (Up to that point she'd had one conversation with a couple of old friends and that was about it. The rest she's alone, mostly driving fast in her car.)
It was more frustrating than a mystery that kept me reading. People keep asking Joanne what happened but she won't tell them much. Before halfway through I expect to know at least why she's running for her life. But since we don't know, it's hard to root for her. She could deserve it for all I know. And without an explanation she just seems like a huge idiot.
Once we find out what really happened, it definitely got better. Though there was a lot of action, I was never bored as the action was all well done.
I wasn't sure if this book was a keeper, since I'm trying to be selective for moving but the ending was so fantastic I had to keep it! Now I really want to read the next book!
