Jules and her sister Nel have been estranged for years. Nel has returned to their childhood home to raise her daughter and work on a project about the troubled waters in their hometown (both literal and figurative) which has not endeared herself to her neighbors. When Jules receives word that Nel has died, she returns to care for Nel's daughter and try to unravel what actually led to Nel's death. The longer she's back the more it becomes clear that there are many stories lying below the surface.
