Some of the twists were quite good but overall I couldn't root for anyone in this book. Julia as a detective is supposed to be incredible but apparently easy to sway and distract. A lot of the logic was a bit weird to me, like "is that really a good enough reason to turn your back on your morals"? Hard to believe. 
The multi-POV is something I normally enjoy but in this case it just made it more confusing and made Julia seem like an even worse detective XD 
Cops being messy and ineffective and just all around bad is at the center of this one so I'll give it that.
