I think the world-building is good, and for some reason the 'white girl trying to start a civil war amongst brown people' isn't offensive (it worked: Issylt might be cold and aloof, but she's also a neutral force. She was doing her job. She doesn't judge. She doesn't hate anyone for wanting to be free, no matter how much she had to pay for it. She certainly tried to protect people when she could).

I don't know why I felt this lacked something. More exposition? I wanted to see more of this world? Wanted to see more of the characters? The narrative felt hurried to me.

Also, some blurbs mentioned it was something of a police procedural? I didn't get that feeling from the book.

There were also blurbs by Elizabeth Bear and Jaqueline Carey (going by Jaqueline Carey's reviews has never failed me), and I was expecting something more.

In other words, 'sakto lang'. It's not bad. But it could be better. I'm reading the next book in the series, and I'm actually liking it better than this one.
