For most of this book I felt no real connection to the two main characters who come across as very flat. One is a seemingly barely competent game censor and the other a fiercely loyal secret police. It isn't until the last 60 pages that you get a glimpse into each characters' secret history and true motivations. I wish the author had found a way to sprinkle more of it throughout the book instead of saving it all for the end. Their backstories and true motivations are really powerful. At least there were enough other interesting ideas to keep me reading each time I considered quitting it. If you can hold out until the end it is a good read.
