A very good middle-grades offering by Carl Hiaasen, one of the best authors in his genre of general Florida man style wackiness mixed with ecological importance. If you've read his adult fiction offerings and worry about there being too much sex, drugs, and rock and roll, fear not: Hiaasen removes the rating but keeps the important things. 

Roy has just moved to Florida and is having issues with culture shock and bullies. Until one day he sees Mullet Fingers running and decides to investigate, learning about a rare and protected species of owls that live in burrows. Including on the lot where a large pancake chain wants to build their newest restaurant. It reads just like other Hiaasen novels, and is quite and enjoyable read.
