I loved Cyra, but I feel like she could have been fine without Akos pushing her to working with the renegades if shed decided to on her own. The oracles are overpowered-as we see in book 2, they are changing the plot line way too much to the extent that everything is bound to work out because the oracles are manipulating everything.  I liked the complexity of the worldbuilding-the Shotet really want legitimacy but are ruled by a tyrant and the hostility isn't going to end quickly.
