This is an extremely well researched and articulate argument. It's really hard to come away from this and not see the government's integral role in segregation. I'm sure some people could try to imagine an argument, but it'd have to discount a lot of evidence that his bibliography provides.
I think it's easy for someone looking at data and stats in a subject like housing and accidentally start to abstract human lives. And Rothstein does edge on this but is generally sympathetic. Perhaps it's easy to read and white author speaking on black matters this way. I believe his intentions are genuine.
Also, I think making the footnotes into endnotes was a mistake. I had such a hard time keeping up with them because I'd just have to keep flipping to the end to see what I'd missed.
