I'd Tell You I Love You, But Then I'd Have to Kill You
by Ally Carter
This is actually the only Gallagher Girls book that I've never re-read. It was fine and it introduces the world of teenage spies going to spy school. I just found the whole Cammie losing her mind over Josh a little too cringey to feel excited about re-visiting the story.
It's also an easy first book to skip on re-reads since it's not connected to the central plot of the rest of the series. I will say that if someone is new to the series they should definitely start here since it provides great background on Cammie and some of the threads introduced are brought back through the series.
