Wow, that was lengthy.
3.5* rounded up to 4* because, despite some minor flaws, it was an overall solid read. You can read it as a stand-alone if you want - it's the 4th in the series, but I didn't find that I was missing much information for not having read the first three. The world building is amazing, and I really enjoyed the steampunk setting. It added a fantastical air to the story.
The romance is a bit trope-y, especially with the various miscommunications and misunderstandings that prolonged the coupledom, but boy did I relish the absolute mutual respect and emotional health of Zenobia and Ariq's relationship. 10 out of 10 for what to look for in a healthy relationship.
