Hard to Be a God by Arkady Strugatsky

I’m sure I missed a ton of allusions and other references in this heavily allegorical novel about an extraterrestrial spy, who is sent to another planet that is stuck in the Middle Ages, and is tasked with monitoring the situation. Interesting set pieces that are separated by convoluted and confusing narratives meant to tie the set pieces together. Unfortunately the set pieces are much too pedantic and meant to educate rather than to entertain. Definitely not the best Strugatsky I’ve read thus far.
