I found that all of the new characters were a bit distracting, and that the book didn't have the same focus and atmosphere as the first two and had considered giving it 3 stars but, by the end, the elements had really combined in a satisfying way and it was all starting to come together. Knowing that the series was planned to continue (but was cut short because of Peake's premature death) makes me sad not being able to find out where it was all heading. The whimsical and surreal elements were even more pronounced here (enough that I was sometimes confused) but I think that was intentional (Titus was confused as well). This was a fascinating series, and it's a shame that it was never finished.
