He's basically just saying in order to be impeached, you have to have committed a crime, and a president cannot commit a crime by doing something the constitution gives him the power to do. It seems pretty reasonable to argue that. The focus on the then massive controversoy of firing James Comey seems rather dated, as this book is mainly a massive intro (25% of the book) on the law of impeachment and then articles Dershowitz wrote and transcripts of his TV appearances.
