Flaws of characters a main focus: Complicated

I did not care for this book AT ALL!  I found it to be extremely slow paced with no plot progression.  I don't mind reading a slow paced book as long as there is some progression with the story or characters.  Or a wonderful climax to the story and a satisfying ending.  However, this book really has no plot and majority of this book is centered around the setting.  B-O-R-I-N-G!!!  I just wished that the author would have spent less time describing the circus tents, the performances and spent more time in creating a plot.  I really wanted to like this book, but I got bored with all the repeated descriptions of this circus every time the author would mention it.  I got it...it's a circus that comes around at night.  Is that it?  Apparently, there was nothing more to the story.
