Strong character development: Yes
Loveable characters: Yes
Diverse cast of characters: Complicated

This volume is perhaps the most anti-war volume outside of volume 10, reflecting on both the survivors of war and what drives people to fight. It's not as cohesive as volume 10 is, ending the Twilight and Yuri battle and allowing them both to reflect on their actions, before wandering about a little with the lovely slice of life segments, including an earnest declaration of friendship from Anya to Damien and our introduction to the Authens, before hitting that message of what it means to be a survivor (and also strengthening the Yor & Melinda friendship) before starting the Academy exams.
The most interesting chapter to me is actually one of the extra chapters, and the way 'Anya' might not be her name, or at least not the correct spelling. It makes me hope we'll see more of Anya's origins at some point.
