Batman and Robin return to Gotham after a long disappearance to fight Poison Ivy. At the same time someone is murdering small-name criminals throughout Gotham with the same two bullet shots to the head. Harvey Dent has returned, but he still struggles with Two-Face in the back of his mind. Harvey would eventually lose his inner battle to Two-Face, and the villain makes his return. In the end, Great White Shark is revealed to be the crime boss that killed all the villains.
