It's not so much that too many cooks spoil the broth, but (to belabour the metaphor) that to maintain an even quality through the whole broth, some cooks have to curtail their own talent to match that of the less skilled cooks. The Vela has some good characterisation and a depressingly relevant focus on refugees, but the prose is basic and uninspired, presumably because three of the four authors (I couldn't say which) had to write below their own skill level to match the prose of the least talented (again, I couldn't say who).
