I found this book fascinating, especially when compared and contrasted to Arkady Martine's books about an outsider inside an empire.  The pacing worked for me, and I appreciated that Enitan had a level of awareness that helped side step some of the "outsider comes and falls in love with oppressors" trope that pops up all too often.
