This book is extremely well-written with enjoyable main and secondary characters (this is a big leap for someone that does not typically read historical fantasy). The main reason for my three start rating lies with the novel's world building. I could not understand how magic fits in with the non-magic 19th century world and it BOTHERED me. There are hints that magic seems to be something fairly integrated into society but it's unclear how much. For example, enchanted transportation seems to be something common that anyone can use but there isn't an indication about how the non-magic American government functions in the novel since so few people have inherited magical abilities.
