It's a crime novel, it's what you expect, it's no 1984. 
The writing is fine... Not bad, but way too much exposition and telling you what's happening, too spoon-fed. The characters felt like caricatures.
Of course Tilly had to have 5 degrees and a ridiclous IQ and be able to code anything in two minutes, she couldn't just have autism or be a normal girl who can code. Poe was your typical irreverent police officer who likes beating people up.
Heck even the serial killer fell into the 'i was abused so I'm going to abuse people' trope.

I found it quite slow to start with and definitely too long for what it is, nothing that exciting about the plot.
It got very dark at the end, but again it felt like you were just told it. Info-dumped a horrific story. Raised some interesting questions of are abhorrent actions ever justified?
Can you be friends with a serial killer? It also had the Harry Potter theory of love that love can't come from a loveless relationship- because Washington's mum was raped that means Washington has evil in him
It was fine.
