Don't be fooled by the "teen titans" part of the title; this is not about superhero antics. This story is about understanding one's place amongst others; a child trying to find their role in their community and life before becoming an adult. There is not much character development, but (SPOILER ALERT) the protagonist does accept themselves by the end.
The superpowers are a side note that works as antagonist to Gar's growth, but only slightly. There is an antagonist, technically, but doesn't really play out. This story is mostly about a teenager trying to fit in, but a few thinks make it a more complex journey than it already is.
