I have no idea how to describe this book; anything I say will make it sound really weird. I can't say it's not weird but it was very compelling to me as well.  I cared about the MC and as weird as it got, I had to stick with it to the end.  It's definitely a sci-fi/fantasy blend and while it's has components that could potentially happen, you have to open your mind to the idea that this is one really wild imagining of what Earth and all of it's inhabitants might be like 11,000 years in the future; a cautionary tale about the perils of ignoring climate change taken to the outer edges of extreme.
