Later in the series, Gabaldon has books with a lot of plot and books with a lot of set up. Dragonfly is somewhere in the middle, and so it can drag in the middle. There were times when I was like “Okay the

French drama

is a bit much here…” but it’s obviously important to understand what’s coming up or happening. Overall I think it’s good, but there’s just points where you’re like “Ahhhh please god let us move to something. Anything.”
