I don't think there's a short story collection out there where every story is going to be 5 stars, it just doesn't happen. I will say with this one, I liked the majority of them with only perhaps 3 not hitting for me, I just didn't really get the message in those ones and that's okay.
As others have said, this is a collection of paired stories and this really makes them feel connected, even when some take place at different points in time.
Most of the stories were hard to read and have trigger warnings for all sorts - rape, abuse, child abduction, forced prostitution, murder, literally everything - but it's definitely worth a read to understand what people went through during The Partition.
