Jared bullies Tate because he saw her with their parents having a happy family moment without him. Right after he came back from having to run away from his abusive stepfather.
I think the author can go about this a better way, feeding us morcels, glimpses of Jared's reasons. Readers have figured out that his stepdad abused him right after Tate noticed his scar. But everything leading up to the big reveal falls extremely extremely flat. There's no emotional tension, it doesn't feel heartfelt.
There could've been more scenes to build up the emotions. It just feels shallow and flat.
Yes, it was traumatic. But Jared didn't grovel for forgiveness, Tate was too quick to forgive him. She didn't even think about it. She just forgave him, just like that.
