Let me copy the opener of a different reviewer: I kinda thought this was a debut novella...imagine my surprise that this is a Hugo-nominated author.
Except, well, I don't much believe in the Hugos representing anything, much less quality.
I liked the worldbuilding here. It was present almost every page, and it did build an interesting society on Jupiter. Outside of that... the writing itself was nothing to write home about, so bland that it became tiresome. The characters had the occasional fun interaction via dialogue, but the narration during those scenes might as well not exist. As with all things marked 'cozy', it has no character, no purpose, and is almost offensive as 'art'.
