I've read sci-fi books set in the far future, after the ecological collapse. This is one of the few set on the dividing time between Before and After. I'm not sure about the magical element of the lights, but as Phyllis says, things are magic until we understand then it's science. I guess if the lights weren't included it would all be too hopeless; this fantasy element is a nice dream to help the horrible story--compete collapse of Florida society/civilization/infrastructure/climate--a bit more palatable. I sure hope I'm dead before this story comes true.
