Simultaneously the book in the series in which the least happens, but also the one that does the best job of actually portraying the politics and factions of the various characters well. This one feels like a sort of cleaning up of the various plotlines and threads to get ready for the next phase, which from what I understand is basically true.
I still think this series should focus more on the ring gates and aliens than factional warfare, but obviously by book 6 (book 11, really, given I've read the novellas) I'm used to the format.
