This is an old favorite of mine, so I'm horribly biased. The story straddles the border between scifi and fantasy, but other than most sf/f mixes, it's scenery is sf with f elements not the other way round. If you subscribe to ACC's adage that any technology advanced enough is indistinguishable from magic, if you like quirky characters, a charmingly awkward love affair, and parrots - give it a try.  :-)
