Much above the usual run of Trek fiction in my opinion. Fast paced interesting story which picks up other story lines, but makes them its own.
Lots of moral quandaries; peace, truth, reconciliation, forgiveness on a personal and interplanetary level- all just as relevant to life in our world today.
Spock and Sulu only appear in passing; Valeris was a traitorous Vulcan in the film Undiscovered country and a much older Elias Vaughan appears in the post series DS9 books, as far as I remember. I must admit to being intrigued by his character so it is fun to discover one of his early adventures.
The ending may be setting up Vaughan for more adventures?
