This book was okay. I enjoyed it. A quick read. I think that the concept is really interesting - glaciers have melted, there's not much land left to live on, everyone is crowded into huge run-down housing, people have started homesteading under the sea as an alternative... but it didn't play out in a really evocative or thoughtful way. Still an interesting enough book with hints of medical experimentation, disability stuff (handled weirdly, though meant to be empowering) and the idea of good/evil, complicating the idea authority, don't-trust-the-cops stuff. I'd read the sequel.
