I remember being puzzled by this when I first re-read this as an adult: I thought it was about magically fixing someone's depression, which I thought was a ridiculous, unhelpful theme. It's only on this most recent re-read that I've realised the point of the story is not Little Miss Giggles' ennui but rather this is the story of Little Miss Giggles and Mr Happy's friendship.
When he sees that his friend is unhappy with her current situation, Mr Happy does everything within his power to help Little Miss Giggles. This help includes seeking professional advice, which he organises without judgement of her condition, and without complaint when each attempt fails to bear fruit. Instead, he empathises with her and does not give up on her.
I got to the end of the story, the child audience cackling with delight, while I was silently having an emotional reaction to a Mr Men book.
