Vampire: The Masquerade by Mark Rein-Hagen, Tim Bradstreet

The system is absolute rubbish and the setting is in its most rudimentary form, but the original release of Vampire: the Masquerade is at least absolutely dripping with atmosphere, and perhaps that's the important bit: it clearly and evocatively communicates the creative vision it's going for, even if it isn't sure how to accomplish it.
